Penny has allowed 15 runs on 19 hits over his last two starts, both of which were losses.
Torre also said that Penny told him and the coaches that he was ready to go Sunday against the Angels, but the team had already made up its mind to swap starters.
Lowe has struggled of late, allowing 15 runs, 20 hits and nine walks in his last three starts to compile an 0-2 record and an 8.27 ERA in May. The right-hander last won April 23 in a one-run, three-hit effort over five innings against the Diamondbacks.
Lowe is anxious to put his struggles behind him.
"He began politicking for that Sunday start when he heard it was open," Torre said. "He will be fine."
Lowe is 6-5 in his career against the Angels, and has also recorded six saves. He is 1-2 at Angel Stadium.

Lowe was erratic in his last start against Milwaukee, as he's been all year. He allowed a four-pitch walk before a two-run single by opposing pitcher Manny Parra. But he also retired 10 consecutive batters at one point. He has one win over the past month and hasn't pitched past the sixth inning since going eight full against the Padres on April 12.
LAA: RHP Jered Weaver (2-5, 4.86 ERA)
In one of the most dominant performances of his career, Weaver limited the White Sox to a single and two walks in seven innings on Tuesday night, striking out seven. His 109 pitches prevented him from getting deeper in the game and getting the win he deserved. Weaver, rocked for 12 earned runs in 10 1/3 combined innings in his past two starts, rebounded with a crackling fastball and offspeed pitches to good locations in not allowing a White Sox runner to reach scoring position. Weaver is 2-0 with a 1.50 ERA in two career starts against the Dodgers.
Jeff Kent was given a scheduled day off Saturday, but Torre said his second baseman was "fighting it" in his struggles at the plate. ... Russell Martin moved up in the batting order to third Saturday. Torre said Martin is currently his most productive hitter. ... Blake DeWitt hit his fourth home run of the season Saturday. ... Andruw Jones returned to center field Saturday after a game at designated hitter due to a sore back. ... Mark Sweeney got some at-bats at DH on Saturday and went 0-for-4. ... Chan Ho Park went four innings Saturday in his first start since April 30, 2007.
